The Opportunity
A large government department needed to use data effectively to drive evidence-based policy making and to improve outcomes that benefit the Australian community. Robinson Ryan was engaged to:
- Articulate the business case for investing in department-wide data management principles and processes
- Develop a data management strategic approach that was aligned to the strategic priorities of the Department along with whole-of-government data management and collaboration initiatives
- Analyse how data management could positively impact selected strategic imperatives such as the aggregation of cluster datasets describing teaching and learning outcomes across the journey from early childhood to tertiary education, and beyond
- Document the next steps for short-term and long-term improvements.
Our Approach
Robinson Ryan experts worked closely with the Department’s staff to undertake the following:
- Collect and analyse key strategic priorities to explore how best practice in data management could improve desired outcomes. The priorities were collected through meetings and workshops with stakeholders
- Translate findings into a broader strategic approach for data management, aligned to the Department-wide strategy
- Develop a high-level roadmap for the strategy rollout, including data literacy considerations
- Hold feedback sessions and presentations for executives on the benefits and opportunities afforded by the data strategy and roadmap
Robinson Ryan’s senior consultants provided leadership and expert data management capabilities to support the development of the strategic approach. Their clear and direct feedback about issues, risks and project status ensured the Department had timely, tangible and realistic options for progression.
The project framework and artefact methodology was supported and developed based on industry best practice – the Data Management Body of Knowledge (DMBoK).
Outcomes Achieved
- The business case for investment was driven by individual strategic policy questions
- A governance approach was defined for prioritising investments in data to support strategic policy research
- The strategic data management approach was developed and presented to executive stakeholders
- A high level roadmap of activities and alternatives both short and longer term to support implementation was developed
Robinson Ryan engaged collaboratively with the Department, utilising strong project management practices based on Prince2 to ensure the project was delivered on time and met the desired outcomes.
